ABSTRACT

It is one of the important jurisprudence rules and a great foundation of Islam, and it has a great importance among Muslim scholars, and it derives from the major general rule (hardship brings facilitation), which brings relief, removes embarrassment, and drops from the taxpayer what he is unable and unable to This rule is also considered an application of the rule: (Necessity is estimated by its measure), because if the well-to-do and the poor combine, the insolvent falls out of necessity.
